independent means not influenced or controlled by others in matters of opinion, conduct, etc.; thinking or acting for oneself. Members of the governance body must not be affiliated with the entity providing the tracing systems. Further, if the government is the implementing authority, the independent panel shall represent the people and have the means to be transparent, hear from and interact with the people of the Jurisdiction.
